Main Process:

An user adds an offer
He pays and the offer will be marked as paid or the Admin marks it as paid
User bid for the item
When bid-time is over the highest bidder can contact the offerer via email or pm
(Highest bidder and offerer can rate each other

Can be marked as bold (extra costs)
Can be marked as on top (extra costs) - means they will always appear on the top of an auction room
Can be marked as special (extra costs) - means they will always appear over on tops and in the specials-block
Offers will not be deleted as you need to keep record in some countries
The administrator can delete, move and feature offers
