The way I would envision Re-Listing implemented is as follows:

3) If the offer received no bids, relist would be free ONE TIME (log that somewhere) and all enhancement/pay features would be locked in from the original and "grayed out" to prevent cheating. So basically an identical re-list but with a chance to change only pricing (add coupon if any), duration, title and description.

If there has been a bid- why should you allow a relist ?

This request has no poll. A request needs sufficient votes to get implemented.

What happens if the bidder doesn't pay you for the auction? Wouldn't you like to relist the auction without having to retype everything?

This would also be useful when a 'reserve' feature is added Wink

in this case the relist should be for free. but how does the auction-managment knows if the bidder paid or not?

It doesn't matter as long as you are not charging a final value fee. eBay doesn't refund specialty items like bold, highlighted, top of catagory or featured listing fees. They only refund the final value fee and then only after you have gone through a whole long drawn out procsss with them. I have personally decided to never charge a final value fee. So having a feature that would allow my auctioneers to relist quickly would be nice.
